Decision - Barry Howell

The Greyhound Racing NSW (GRNSW) Inquiry Panel charged trainer Mr Barry Howell under rule 86(ag) of the GRNSW Greyhound Racing Rules as follows: 

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Evening Glen’ and ‘Laces Out’ at The Gardens greyhound meeting on 5 May 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Evening Glen’ and ‘Laces Out’ at The Gardens greyhound meeting on 9 May 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Evening Glen’, ‘Stormy Gallon’, ‘Elite Tension’ and ‘Laces Out’ at The Gardens greyhound meeting on 12 May 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Evening Glen’, ‘Stormy Gallon’ and ‘Laces Out’ at The Gardens greyhound meeting on 26 May 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Laces Out’ at The Gardens greyhound meeting on 2 June 2017 by failing to provide water to the greyhound in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Evening Glen’ at the Gosford greyhound meeting on 6 June 2017 by failing to provide water to the greyhound in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Laces Out’ and ‘Stormy Gallon’ at The Gardens greyhound meeting on 9 June 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Laces Out’ and ‘Stormy Gallon’ at Wentworth Park greyhound meeting on 14 June 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhounds ‘Evening Glen’ and ‘Laces Out’ at The Gardens greyhound meeting on 16 June 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Laces Out’ at the Gosford greyhound meeting on 27 June 2017 by failing to provide water to the greyhound in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Laces Out’ at the Gosford greyhound meeting on 4 July 2017 by failing to provide water to the greyhound in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Laces Out’ at the Gosford greyhound meeting on 11 July 2017 by failing to provide water to the greyhounds in accordance with the policy.

- That you, Barry Howell, a registered trainer, failed to comply with the Race Day Hydration and Hot Weather Policy when you kennelled the greyhound ‘Laces Out’ at the Gosford greyhound meeting on 18 July 2017 by failing to provide water to the greyhounds in accordance with the policy.

During an Inquiry on 24 July 2017, the GRNSW Inquiry Panel withdrew five of the charges.

Mr Howell denied a breach of the rules in relation to the remaining eight charges. However, the GRNSW Inquiry Panel found that Mr Howell had breached the rules and determined to impose a period of suspension of 16 weeks, wholly suspended subject to conditions.
