A Clarification On Lure/Arm Trials

Greyhound Racing NSW (GRNSW) understands there has been some uncertainty amongst industry participants as to the current approach to lure/arm trials and specifically the position on the use of an animal carcass or any part of an animal, including skins, as a lure.

The purpose of this article is to inform participants of the steps taken in other jurisdictions, including by Greyhounds Australasia (GA) and clarify GRNSW’s position on this important issue.

As part of the regulatory response to revelations about the abhorrent mistreatment of animals shown on the Four Corners “Making a Killing” program, GA, of which GRNSW is a member, publicly committed itself to reviewing all arm trial and lure rules of greyhound racing. As a part of that review, draft revised national rules have been prepared which mandate the use of only artificial or synthetic lures in the training, educating or preparation to race of any greyhound.

GA has asked all states for feedback on the proposed rules and amendments, however, GRNSW understands the proposed commencement date of the rule amendments is Monday 23 March.

GRNSW also understands that other Australian jurisdictions have already taken steps to prohibit arm trials.

GRNSW recognises that changes are necessary to rebuild public confidence in the oversight and integrity of the sport and demonstrate the prevention of mistreatment of animals and welfare of the greyhounds is prioritised, while also striving to achieve a more vibrant and sustainable industry in NSW.

It is also necessary to ensure any potential adverse impacts on current racing greyhounds are mitigated and that appropriate effort is invested in education and skills advancement of participants in relation to alternate training methods of greyhounds throughout their career.

GRNSW will be writing to stakeholders such as the Greyhound Racing Industry Consultation Group, NSW Greyhound Breeders, Owners and Trainers’ Association, Greyhound Action Group, RSPCA NSW and the Australian Veterinary Association NSW this week to seek feedback on the proposed amended national rules and potential benefits and challenges that may arise.

GRNSW will use this consultation and feedback to further inform and assist its consideration towards its approach in implementing the revised national rules and what, if any, amendment to local rules may be appropriate.

Pending the completion of GRNSW’s consultation and further consideration of its policy position, the use of an animal carcass or any part of an animal as a lure or bait associated with greyhound racing or training is prohibited.

The only exception to this direction is the use of a tanned and professionally processed skin for the purposes of trialing or educating greyhounds. Where a tanned and professionally processed skin is used it must be produced including evidence of where it was sourced from for immediate inspection by GRNSW compliance staff on request.

The interim GRNSW position promotes consistency with other jurisdictions and provides an opportunity for the merits of restricting use to only artificial or synthetic lures to be more fully explored.
